GST Bill, 2014: Introduces the Goods and Services Tax to give concurrent taxation powers to both the centre and states, and creates a Goods and Services Tax Council.

The Prime Minister said all political parties are representative of the people and, therefore, national issues should be kept above everything else.

Expressing their displeasure on not being at the centre of the discussions on the crucial Goods and Services Tax (GST) Bill, the Shiv Sena on Monday claimed that the Bharatiya Janata Party was using the landmark Bill as a tool to make up with the Congress party.

The party wants an 18 per cent cap on tax to be levied, scrapping of the proposal to levy an additional one per cent tax and wants formation of a GST disputes settlement authority specified in the bill.

"There are issues of the Gram Sabha which Congress Party has raised and we have demanded and advised the Government to take up this Bill only after the Congress Party's concerns have been fully addressed and the Bill has been amended accordingly", he said. Mr Jaitley and his cabinet colleague M Venkaiah Naidu who was holding the portfolio of the Parliamentary Affairs until the recent cabinet reshuffle had already held meetings with some opposition leaders, including Mr Azad and Mr Sharma, focusing mainly over pursuance for passage of the GST legislation in this session.

Publically, Congress has said it supports GST as it was the previous UPA regime that initiated the process.

Tamil Nadu CM Jayalalithaa had submitted a memorandum to Prime Minister Modi when she met him earlier this month, urging the government to accept amendments to the bill. Such particular Bill can be presented when it receives an equal amount of votes on agreement by both the parties.

" I believe that all the parties and the leaders over the past few days whether individually or collectively, have shared the sentiments that we are committed to take best of the decisions for the benefit of the country and to carry the nation forward on a fast track, " the Prime Minister said.

The BJP government has also been assured support from the 12 MPs of the Trinamool Congress and eight of the BJD.
