German Foreign Minister Frank-Walter Steinmeier said that Johnson and other Brexit campaigners were "irresponsible" for advocating the Brexit only to "bolt and not take responsibility", once it actually happened.

May has also created a new cabinet job, Secretary of State for Brexit, likely to be called the Brexit Secretary, tasked with steering Britain out of Europe following last month's referendum vote.

The three other cabinet members announced so far are Michael Fallon, who will remain as defense secretary, Amber Rudd as the new home secretary, and Liam Fox as the secretary of worldwide trade.

He took part in his final Prime Minister's Questions in the House of Commons, where he was given a standing ovation by Conservative MPs, before formally tendering his resignation to the Queen.
