Sources say troopers were serving a warrant when the shooting broke out.
During a patrol late Friday of a neighborhood with a history of drug activity, Baxter was "checking out" three people, including Miller, when the officer got into a scuffle with Miller.
Miller is the only one charged of three people the police questioned, the chief said. The attack on Howard and Baxter was launched in such a way that neither officer had an opportunity to return fire. Both were wearing body armor but no body cameras when they were struck.
A total of 135 police officers died while on the job a year ago, according to The National Law Enforcement Officers Memorial Fund. Sixty-four of the officers killed on duty in 2016 died in firearm-related incidents, the group said.
Police said Miller reached toward his waistband inside the bar. They found him at a nearby bar.
Scott said on his official Twitter account that he is "heartbroken to hear of the loss of Kissimmee police Officer Matthew Baxter". Miller had recently been involuntarily committed by the Osceola County Sheriff's Office for mental health evaluation, under the state's Baker Act. "It's too early to tell" O'Dell said when asked if it was an ambush, but added "it's leading that way". Baxter was married to another police officer and had three kids.
"Not much hope that he will survive this", O'Dell said of the gravely injured Howard. The wife is devastated, O'Dell said.
"We're talking a gun battle within four or five feet of each other", Jacksonville Sheriff Mike Williams said during a press conference on Saturday.
In the central Florida city of Kissimmee - close to the Walt Disney World Resort and other amusement parks - Officer Matthew Baxter was killed and Sergeant Sam Howard was left in "grave critical condition and the prognosis does not look good", police chief Jeff O'Dell said at a news conference early on Saturday.
Sources tell KDKA that one trooper was shot in the stomach and was in surgery at a hospital in Morgantown around 10:30 p.m. Sources say the other trooper was shot in the hand.
Two officers were critically wounded in Jacksonville, while two state troopers were shot in Fayette County, Pennsylvania.
The officers fired back and the man was killed. And in reference to both Florida shootings, Gov. Scott tweeted, "Just learned of two @JSOPIO in danger tonight - we stand with ALL law enforcement in Florida".
