"The fact is though, given the time of year it is and the rest of the appropriations we have to do, we're going to need more time to complete our appropriations process particularly in the Senate - so that's something that I think we all recognize and understand", Ryan said.
McConnell insisted he and Trump are unified on policy goals, such as funding the government and ending Obamacare, but he had few warm words about their relationship.
"An immigration system... that is based on what the economy needs, based on skills, based on contributions to the economy, is the kind of system that, I believe an emerging consensus is occurring that we hope to achieve", he said.
