U.S. Secretary of State Rex Tillerson on Friday called on China and Russian Federation, to take "new measures" against North Korea in response to a missile launch by Pyongyang on Friday morning.

"It's clear that with respect to oil, and a complete embargo on oil from the UN Security Council, that's going to be very hard", he said.

"That is a very powerful tool and it has been used in the past", Tillerson said at a news conference.

Friday's test comes just days after the passage by the United Nations Security Council (UNSC) of resolution 2375, which targets North Korea's textile industry, applies caps on the transfer of refined petroleum products and natural gas to the country, and blacklists three major DPRK government bodies. It wants the U.S.to restart long-stalled negotiations with North Korea.

Tillerson has called Beijing and Moscow "the principal economic enablers" of North Korea's nuclear weapon and ballistic missile development programs.

This morning's talks focused on the global threat from North Korea and Iran acquiring nuclear weapons.

Mr Johnson will hold joint talks with Mr Tillerson and French political director Nicolas de Riviere about the aftermath of Hurricane Irma.

They will then discuss the upheaval in Libya with representatives from the U.N., Italy, Egypt and the United Arab Emirates, hoping to give impetus to U.N. mediation efforts.

Tillerson voiced USA support for the United Nations mediation effort.

"Libya is a front line in our common struggle against terrorism and illegal migration, and we all share a vital interest in that country's stability", he said.

The proposal would reportedly allow the U.S. Navy to provide a more aggressive response when its intimidated by Iran's Revolutionary Guard Corps and also calls for more aggressive seizures of Iranian arms shipments.
