Police who were called to Paul's home shortly after 3 p.m. local time on Friday say they arrested Paul's neighbor, 59-year-old Rene Boucher, and charged him with fourth-degree assault.

Boucher's attorney released a statement on Monday alleging the dispute had "absolutely nothing to do with either's politics or political agendas" and was merely "a very regrettable dispute between two neighbors over a matter that most people would regard as trivial". On Sunday, Paul's office announced he was recovering from five rib fractures, including three displaced fractures, meaning the bones are partly or completely cracked. Senior Adviser Doug Stafford said this type of injury is marked by severe pain that can last for weeks to months.

On Sunday, Paul's chief of staff told the Washington Post Paul sustained five broken ribs, as well as bruised lungs, and that he is in pain. "It is not clear exactly how soon he will return to work, as the pain is considerable as is the difficulty in getting around, including flying", Stafford said.

An arrest warrant obtained by Courier Journal stated that Boucher allegedly "tackled him from behind". "He is being detained at Warren County jail on $5,000 bond", said the State police. According to online records from the county jail, Boucher was released on a $7,500 bond on Saturday after spending almost 24 hours in the facility.

The neighbor was arrested after the incident in Bowling Green, Ky., officials said. He said the two men have been neighbors for 17 years and worked together when they were both practicing physicians.

Boucher applied for a patent for the vest in 2003 and has marketed it through the QVC shopping channel.

Boucher is a registered Democrat, according to the Daily Caller.

"Two Kentuckians tell me Rand's neighborhood fracas stemmed from a dispute over some sort of planting or flora issue around the properties", Martin tweeted.

State police spokesman Jeremiah Hodges said the FBI was on scene to investigate whether the assault was politically motivated but was unable to elaborate on the status of that investigation. The criminal complaint said Paul, 54, was having "trouble breathing due to a potential rib injury", according to the Post.
