OH police identified the two-year-old toddler found frozen on the porch of her Akron home on Friday, Feb. 2, as Wynter Parker. While most never expected something like this to occur, one woman says she often saw the children outside and had to bring them home to their mother a couple of times.

A two-year-old girl was found on the porch of this Akron, Ohio, home on Friday, February 2. Unfortunately, a 2-year-old girl in Akron, Ohio, became a victim of that devastating cold. The frantic mother explained that her daughter was "ice cold" to the touch and unresponsive on the front porch.

The mother is reported to have left the child in her father's care in order to carry out some errands with her four-year-old son. Temperatures that day ranged between 12 and 19 degrees.

Akron Police told FOX8 they were called to the home around 3:30 p.m.by a woman who told the 911 dispatcher she found her daughter "frozen" outside.

Screamed the mother at one point, 'My daughter, she was outside!

Detectives say the mother left Wynter with her father for about two hours at the family's apartment.

Yet while the hospital blames the cold, police are investigating whether or not the parents were also to blame.

"She's frozen! She's frozen!" the mom screamed in anguish in a 911 call.

Lucas says the woman who lives in the apartment kept to herself and had two children, the 2-year-old girl and a boy.

No charges have been filed against either parent while the investigation continues.

"It's just a very sad situation, it literally broke my heart", Lucas said.

The Summit County medical examiner's office said it was performing an autopsy Monday afternoon to determine the cause of death.

Neighbors began to bring stuffed animals to Wynter's home and formed a makeshift memorial.
