Russian President Vladimir Putin has called the deadly shooting and bomb attack by a teenager in Crimea a "result of globalization" and says that adults are failing to offer young people an alternative to an outburst of violence.
Russian media reported that Putin also sent a warning to the West during his speech in Sochi: "Any aggressor should know that retribution will be inevitable and he will be destroyed".
"Only when we become convinced that there is an incoming attack on the territory of Russian Federation, and that happens within seconds, only after that we would launch a retaliatory strike", he said.
"There were more opportunities in one great, united, powerful state", he said.
"I want to tell all those who have fueled the arms race over the last 15 years, sought to win unilateral advantages over Russia, introduced unlawful sanctions aimed to contain our country's development: You have failed to contain Russia", Putin said during the state of the nation speech.
"We would be victims of aggression and would get to Heavens as martyrs", while those who would launch the strike would "just die and not even have time to repent". "Others are planning to start testing them within the next 1 1/2 to two years, and we already have them on duty".

"Nobody else has high precision hypersonic arms", Putin said today, according to the BBC.
The attack on the refugee camp came after an intense clash between ISIS and the USA -backed Syrian Democratic Forces. "But mistakes and costs multiply, and a moment comes when they become overwhelming in both security and economic spheres".
