"Cowardly acts of terror can not defeat the spirit of Sri Lanka", Modi later tweeted.
"My heart goes out to the families of the victims and the injured", Modi added.
The Indian premier was set to discuss the issue of terrorism with the authorities in Sri Lanka, where several terrorist attacks on churches and hotels killed over 240 people in April.
Even as he wound up his "solidarity visit", Mr. Modi tweeted that he had a "short but immensely fruitful" visit to the island.
In a joint statement, the two leaders reiterated their strong commitment to further strengthening and invigorating the traditionally strong and friendly relations between India and the Maldives.
His brief but politically significant visit to the two neighbours came less than 10 days after Modi secured a second landslide election win and as New Delhi seeks to fend off Chinese influence in the region.
