Police have confirmed the 33-year-old victim is Victorian man Sean McKinnon.
Hours later, at approximately 8 a.m. local time, police discovered the body of the Australian man inside of the van in the village of Gordonton, located almost 75 kilometres away from Raglan.
Police said she escaped and fled to a nearby property to raise the alarm, while the gunman stole the campervan with the dying Mr McKinnon inside.
"In light of the current circumstances, a general arming order for police staff is in place this afternoon for the entire Waikato District and will be reassessed later today".
"At this stage police are following up on a number of leads, but they are yet to get any information on a strong lead and they're still appealing to the public for any further information on this man", she said.
McKinnon, 33, grew up around Warrnambool in Victoria's southwest. "It's an absolutely unbelievable event, and we don't have any comment", he said.
An Australian tourist was randomly gunned down inside a camper van where he and his fiancée were staying in a New Zealand surfing town early Friday, according to new reports.
One friend, Mr Wayne Such, told the newspaper that Mr McKinnon was a "genuine gentle man with a heart of gold".
"He was a lovable, knockabout Aussie guy, loved his surfing", Mr Smith told AAP. "He charged five metre waves", Mr Smith said.
Corangamite shire councillor Simon Illingworth told regional paper The Standard that the Port Campbell community was shocked and saddened by the musician's death.
Police understand the shooting to be a "random attack", Pitkethley said.
"I think she was pretty sure [McKinnon] wasn't alive at that point".
He then shot McKinnon, driving off with him still inside after Buckley managed to escape.
"This is a tragic incident", he said, adding that investigators were providing the female victim with the "support and welfare" she needs.
Police are not able to confirm his identity until formal identification procedures have been carried out.
New Zealand police found the van at 8 a.m. local time about 75 kilometres away with the body of the Australian inside.
"Police believe the vehicle, a White 2017 Toyota Hiace ZL registration KWF362, travelled from Whaanga Road to Gordonton Road this morning", NZ Police said.
